Gather your materials:
Large tea bag filters (or make your own bags using cotton cheesecloth or muslin - make a pouch big enough to hold a 1/4-1/2 cup bath mix)
a large bowl
spoon to stir
measuring cups/spoons
stapler (or some other way to secure tops of bags
ribbon, labels
1/2 cup Epsom salts (or coarse sea salt)
1 1/2 cups Skim milk powder
1/8 cup baking soda
1/8 cup corn starch
Scenting agents - both dry and essential oils

Combine the Epsom salt, milk powder, baking soda, cornstarch into the bowl and stir well. This is a basic milk bath mixture - you can experiment with different additions of herbs/flowers/etc at this point.

Add scenting agents. For the Orange Creme scent, I dried the grated peel of one large organic orange and one lemon. To dry, spread in thin layer in pan, and bake at low temp until dry and break up. Add to basic bath mix.

Liberally add drops of sweet orange oil until scented to your liking, while stirring. Mix very well.
Spoon about an eighth or quarter cup into each bag and seal. I added a ribbon loop and label to each pouch.
For the Vanilla Creme scent, I used actual vanilla bean pods, scraping out the seeds and cutting up the pods, and a vanilla essential oil.
The bath tea mix may not smell very strong initially, but as it sits, the scent develops more strongly.

To use, either hang the loop from the faucet and run the water through it when filling the bath, and float the bag in the bath water afterwards. Or steep the bag in a pot of hot water for 20 minutes or so and mix the solution and bag into the bath water.
